VP of Finance & Accounting / CFO
Heather Overby serves as KYMEA’s Vice President of Finance and Accounting and Chief Financial Officer. She began supporting the Agency’s financial affairs during its formation, joined KYMEA as Interim Chief Financial Officer in February 2017, and accepted her full-time leadership role in June 2018.
Ms. Overby is responsible for KYMEA’s accounting, finance, treasury, budgeting, rate design, and short- and long-term financing activities. She also provides financial leadership related to transmission, power markets, and asset portfolio management. Throughout her career, she has worked with municipal utilities, financial advisors, bond counsel, investment banks, and rating agencies on complex financing initiatives, including the issuance and administration of utility revenue bonds. Her extensive public power experience provides a strong understanding of the financial challenges, responsibilities, and priorities of municipal electric utilities.
Ms. Overby began her career with Deloitte & Touche, LLP, and has held financial leadership roles with Paducah Power System and the Kentucky Municipal Power Agency. Her industry service has included leadership roles with the Prairie State Energy Campus Owner Finance Committee, the American Public Power Association, and the Tennessee Valley Public Power Association. She also serves as Chairman of the Kentucky School Facilities Construction Commission.
Ms. Overby holds a Master of Business Administration from Regis University and a Bachelor of Arts from Transylvania University. She is a Certified Public Accountant in Kentucky and a member of the American Institute of Certified Public Accountants and the Kentucky Society of Certified Public Accountants.
