close x icon Michelle Hixon Director, Administrative Services and Communications Michelle Hixon serves as Director, Administrative Services and Communications of Kentucky Municipal Energy Agency (KYMEA). Mrs. Hixon is responsible for organizing administrative activities that facilitate office efficiency. She is responsible for all Human Resource(HR) and Employee Relations functions of the Agency. Mrs. Hixon plans and manages all publicity, promotional, and member events, internal information programs, and public information programs for the Agency.

Mrs. Hixon has over a decade of office management experience with a background in healthcare administration and brings a wide variety of skills and expertise to KYMEA. She is a SHRM certified Human Resource professional with experience in leading and implementing projects which support an organization's strategic goals.

Mrs. Hixon joined KYMEA in March of 2018. She graduated with honors from Keiser University in Daytona Beach, FL, with a degree in Radiologic Technology. She and her husband Seth reside in the greater Louisville area with four college and teenage children.

close x icon Doug Buresh President and CEO Doug Buresh headshot Doug Buresh serves as President & CEO of Kentucky Municipal Energy Agency (KYMEA), a project-based Kentucky Agency formed under an Interlocal Cooperation Agreement. Mr. Buresh is responsible for creating, communicating and implementing the agency’s vision, mission, and overall direction on behalf of its municipal electric utility members. As President & CEO, Doug directs and evaluates the work of KYMEA’s staff.

Mr. Buresh has worked in the power industry for the past three decades concentrating in the areas of integrated resource planning, strategic planning, market price forecasting, fuel procurement, risk assessment, and public policy. Doug is a frequent speaker and subject matter expert and has provided testimony regarding integrated resource planning and market price forecasting.

Mr. Buresh joined KYMEA in January 2018 as the Agency’s first President & CEO. Doug holds a Bachelor of Science in Electrical Engineering from the University of Nebraska, a Master of Science in Electrical Engineering from Kansas State University, and a Master of Business Administration from Rockhurst University. Doug is a licensed professional engineer in the states of Kentucky, Indiana, and Missouri. He and his wife, Beth, reside in Louisville. They have one son.

close x icon Rob Leesman VP of Market Analytics Rob Leesman headshot Rob Leesman serves as Vice President of Market Analytics of Kentucky Municipal Energy Agency (KYMEA). Mr. Leesman is responsible for front office, planning and ratemaking activities of the agency.

Mr. Leesman has 21 years of experience in wholesale marketing and trading, serving most recently as Director of Power Marketing for Owensboro Municipal Utilities (OMU), where he oversaw the selling and risk mitigation of excess generation from the Elmer Smith Generating Station into the wholesale power market, established agreements with counterparties and aligned OMU’s interests with other Kentucky municipal utilities.

Mr. Leesman joined KYMEA in June 2018. Mr. Leesman graduated Magna Cum Laude with a Bachelor of Science Degree in Electrical Engineering from the University of Cincinnati. He and his wife, Dee, have three sons.

close x icon Heather Overby VP of Finance & Accounting / CFO As Kentucky Municipal Energy Agency’s Vice President of Finance & Accounting / CFO, Heather Overby is responsible for all accounting and financial reporting activities, member settlements, and all treasury functions.

After beginning her career with Deloitte & Touche, LLP, Ms. Overby has worked over 20 years in the municipal public power industry. She has served as Chairman of the Prairie State Energy Campus Finance Committee, Chairman of the American Public Power Association Business and Finance Conference Planning Committee, and Chairman of the Tennessee Valley Public Power Association Finance Committee. She currently serves as Chairman of the Kentucky School Facilities Construction Commission, an appointment made by Governor Bevin.

Ms. Overby holds a Master’s of Business Administration with an emphasis in Finance and Accounting from Regis University and a Batchelor’s Degree in Business Administration with an emphasis in Accounting from Transylvania University. She is a Certified Public Accountant in Kentucky and a member of the American Institute of Certified Public Accountants and the Kentucky Society of CPAs. Ms. Overby is also a Certified Yoga Instructor and has attended over 750 Pure Barre classes. She and her husband, Jeff, have one daughter, Shelbe, and reside in Louisville, Kentucky.

close x icon Molly Roesler Accountant and Financial Analyst Molly Roesler serves as Accountant and Financial Analyst for the Kentucky Municipal Energy Agency (KYMEA). Ms. Roesler is responsible for maintaining accurate accounting records that result in balance sheets, income statements, and cash flows that reflect the true financial position of the Agency.

Before joining KYMEA, Ms. Roesler held positions in both the healthcare and manufacturing industries, which has allowed her the opportunity to develop a multitude of skills and expertise to bring to KYMEA.

Ms. Roesler joined KYMEA in September 2020. She graduated Summa Cum Laude with a Bachelor of Science in Accounting from Spalding University. In addition, she also holds a Bachelor of Science in Exercise Science from Belmont University and a Master of Science in Exercise Physiology from the University of Louisville. She and her husband, Luke, reside in Louisville.

The Kentucky Municipal Energy Agency (KYMEA) operates under the direction of a President who serves at the pleasure of the Board of Directors. The President is the Chief Executive Officer with full responsibility for planning, operations, and the administrative affairs of KYMEA. KYMEA’s senior management team has significant experience in the utility industry, with an average of over 23 years of service.
